How to verify it is in fact my valve stems/seals/guides that need replaced?
What can I do to be 110% sure?
I do not want to drop $300 in labor and another whatever in parts just to have it not stop my car from burning a quart of oil per tank and smoking like crazy after sitting.

I was under the assumption the burning oil was from the oil getting past the vavle seals leaking into the exhaust, then burning off as the exhaust heated up.
compression: 150 - 150 - 145 - 150

The only way to really be sure is to pull the head, and have a reputable machine shop check it out.
I just had the EXACT same problem as you are having now, and it was in fact all 16 valve seals were bad, and my 8 exhaust valve guides were completely bad.
