Default Cold start issue with stock ecu

ok so i just put a rebuild LS into my girls 2000 integra( bought it with a huge hole in the block) everythings awesome build went great!! but on a cold start the car has to crank for 15sec to start and for about the first 30seconds of running it will not idle, timings good,proper plugs n ****.. no vac leaks.. im just at a loss because when the cars warm its perfectly fine or even if it runs for a min its good to go if you shut it off and restart it it fires first revolution, i have no cel and noway to explain it... anyone experiance anything like this.. my past experiances and guesses lead me to beleive its a ignitor problem, as always any input is welcome
