Every time I try to switch the back ground color from black to white it wont come out right. Can some one please help me with this as I think it would only take a couple minutes.

the background blends in too well to use the magic wand, I can give you an outline though.. one sec...

edit: sorry dude, the wheels are the same colors as the background, I cant separate them

No its not free, not even close to free. Last I recall it was around $900.00ish for CS2 when CS2 was the latest version. But Adobe does make some lower end consumer grade stuff (photoshop elements IIRC)
