Default Problem with car wont crank over

I have been letting my little bro use my civic and its been driving great until 2 nights ago he calls me up and says the car wont crank at all. I go meet up with him and when he turned the key forward to crank it there was no fuel pump prime, a weird electrical noise was coming from the passenger side dash and when it made the noise the guage cluster lights would dim and flicker like it was loosing power.

So i checked the battery 12 volts
Took the main relay from my r and put it and the fuel pump now primes.
also switched out ecu with another working one.

But when you go to crank it, it still makes a weird electrical noise like something is shorting out and the guage cluster still dims out and flickers. So i disconnect the starter signal wire to see if anything would change and it did. Now when you crank it you can just hear the starter relay click. So i had another starter laying around thinking the one in there was shorting out but still does the same thing.

I am confused on whats going on and was hoping you guys can please help me out here

so shrug maybe look for that? or check for exposed wires?

did the battery have 12V when you were cranking?

When there is no load on the battery, measuring the voltage is pretty pointless.
