Car doesn't have a valve thing in the fuel tube....
I bought an 01' Integra and come time to fill it up I noticed as soon as I took off the gas cap that it didn't have the little valve thing that opens when you insert the pump and closes when you remove it. I can just stick in and that's it. I'm wondering if it broke and fell through... anyhow will this effect anything mechanical? I noticed my gas gauge is acting strange but maybe its just me.. thanks guys
I don't think that can fall in. The tube gets smaller and bents going into the tank.
The only reason that is there is so that you can only put in unleaded gas. When they switch from leaded to unleaded, they made the nozzle smaller.
Not sure about NY, but here in Pa you need that for inspection. However, I had my truck inspected four times without one before I sold it.

The absolute worst thing that could probably happen would be the check engine light coming on b/c sometimes it comes on if your gas cap isn't on good. I would not worry about it though.
