First thing I would check is your oil level. That's weird that the CEL comes on when you reach 6500 RPM though.

right now when i turn on the car.. its goes up and down at around 1.5-1.8kwhile warming up when its done warming up it idles like at 0.8k is that okay for idling? the acclerating still pulls and everything but vtec does not kick in this is my first car and i believe the motor runs really smoooth there aren't any leaks..not that i know of at least.

Here is my questions.

You decided to change to from a P14 to a P13 before or after redlining at 6.5k? If the awnser is after, Id like to say GOOD JOB. You really ran that motor lean. CEL light is probally for your O2 sensor.

Whats your CEL light code?

Instructions on how to pull the code.
The CEL coming on at the higher RPM makes me think that it is something related to the wiring for the Vtec solenoid or switch. Pull the code and get back to us, otherwise we are just shooting in the dark.

k thanks guys but i got vtec to work.. i know what happened. cause my car was warmed up with a p14 ecu when i drove it to my friends house to use the tools to change the ecu and right when we change it we started smashing it.. vtec felt like it kicked in i guess the ecu juss needed to learn my motor? cause once i warmed up my car with that ecu this morning. vtec kicked in but not sure if it still redlines at 6500 cause i switch gear at 6500.. yup~! yay for vtec! at least it kicked and its still kicking in ill try to keep you guys updated hopefully redline is 7500 now

from the first link I posted:
*TEMP, the cars coolant temp needs to be at a certian temp for vtec to engage, if any of your temperature sensors are screwed up that is another possibility to look into
