Default rebuilt engine will not rev past 3000 rpm's

I've searched for hours and can find similar situations but not the same. I just rebuilt and installed a new engine for my 1997 lude (sh) and everything works great except the engine will not rev over 3000 rpm's. It is the same engine with the same ECU. The car idols perfect and I have checked and can't find any sensors that I missed. The engine light does not come on so I'm assuming there are not error codes and I'm out of ideas on what to do to get my car to rev properly. any ideas would be greatly appreciated. knock sensor?
i doubt it would make it not rev past 3k but i know it monitors knock after 3k so maybe.....

Thank you very much for the responses! I will definately check the knock sensor but I don't know where it is? Where abouts can I find it? and once I do, do you know how I can check if it is still good?

As for the distributor I don't think any work was done to it. I know my re-builder put in new plugs but I don't know for sure about the distributor. I can call and find out though. Why do you ask this? What could be wrong with the distributor that I should check into?

WEW I got it! It was the TDC/CKP sensor. It was in the right place but apparently I did not push it in all the way and the connection was no good. I pushed it in properly and now the car runs and revs perfect! Thanks for the suggestion though! I really appreciate it!

an unplugged CKP/TDC connector would throw a light....
