Default Fresh 2000 GS-R swap into EG rpm problem..Please Help!!!!!!

I just finished installing a 2000 GS-R motor into my EG hatch and everything is working fine but the only problem that i have is that my Rpm on my guage cluster is jumpy from 1000-1500 when on idle but it doesnt effect the motor or idle. What do you guys think it may be because i checked all plugs and everything is in and no check engine lights are on. Please Help!!!........

I checked that ground and 2 more but its still the same.

Im going to pull the cluster out and make sure the clips are in because my buddy pulled it out to install the throttle cable.

It has to be something because its really odd and it doesnt effect the idle in any way.

I dont think its that because my idle is fine, it just effects the guage cluster not the car. It just started with the new swap that i just did last weekend. I had a JDM D15b Vtec in it and had no problem with the guage cluster. Its Wierd and fustrating!!
