Rough idle and misfire GSR Civic EK

I have a 1997 Civic with a GSR motor, it has a low idle and misfires bad when i first start it, if i unplug the IACV the idle is ok but the misfire still occurs. the check engine light comes on immediatly when i turn the key forward and the IACV makes a faint humming noise when i turn the key forward. any ideas on this im completly stuck here
