Help I Got No VTEC After ITR Swap
Ok here is the deal. I just put a stock JDM B18C Integra type R motor in my 92 Civic CX and I had a reprogrammed P28 for the swap. The P28 didn't work so I'm waiting to get a new one. In the mean time I have used a P30 to test the motor and it will run the car but the motor will not go into VTEC. Before the Type R swap the CX had a working JDM B16A and the VTEC engagement worked fine. So I'm not sure if has something to do with the wiring harness or what? Does anyone know what migh be going on? Thanks for any help. This car will be on the track in 2 weeks so I need to figure this out ASAP.

Are you throwing a CEL? Also did you wire the knock sensor. The P28 wont look for it, but the P30 will unless its been chipped and the knock sensors been disabled. Possibly bad vtec solenoid, low oil pressure.
damn it schister i was going to see if his 3 way calling was working because we all know that it may effect your v-tech cinnection....you ruined it for me
...on a serious nore, did you check the car for CELs like mentioned?? if you dont know what i mean than read through this and give it a shot

Thanks for the heads up on the spelling. That is really embarrassing. OK so I fixed that (V-tech) but the cars VTEC is still the issue. Yes I am getting a CEL and I did swap out the VTEC solenoid with the one from the B16A (it was working fine). The oil pressure is fine so I don’t think it is that. I did not wire the knock sensor as the P28 that I’m getting has the knock sensor disabled. I’m just trying to fix anything I can while I wait for the new P28 to show up because I’m running out of time.

The P28 wont look for a knock sensor at all, chipped or not. The P30 will though. In other words it sounds like you may have 2 completely seperate issues.
Issue #1. Bad P28 ECU
Issue #2. Good P30, but KS isn't wired.
You can either get another P28 which it sounds like you are doing anyway, or wire the knock sensor and run the P30. (its only 1 wire to run)
The P28 wont look for a knock sensor at all, chipped or not. The P30 will though. In other words it sounds like you may have 2 completely seperate issues.

I just read that the OP swapped the solenoid for the B16a one, which pretty much voids my post here, but in case someone looks this up to help himself in the event of the same problem ocurring this will be here for him too when he searches.
I don't think anyone has mentioned that the JDM ITR engine does not have a VTEC pressure switch on the VTEC solenoid.
The P28 and US-spec P30 is looking for it, but you don't have it.
Either swap on any VTEC solenoid, including SOHC VTEC ones, that has this pressure switch on it, or piggy back wire the VTEC pressure sensor wire with the VTEC solenoid wire at the ECU.
Use this to reference it:

Scotch lock/bridge an extra wire at the ECU so that the one wire going into pin A4 also goes into pin D6.
This fakes the ECU out into thinking you've got a VTEc pressure switch when you don't.
