nothing will make power like a turbo. $1500 in turbonetics along with $500 for the ecu, tuning and spare parts is going to make you the most power. of course this power is at the expense of the engine life. if you keep the boost mild and the air fuel dialed it should live quite awhile though.

Going turbo (properly) for your budget would be stretching it but not completely impossible. But if you are planning on going n/a you have a ton of choices. A few things also play into your decision. Are you doing all your own work and just paying for the parts. Or is the labor also going to be outsourced.

If you are paying labor cams and something to tune the car with would be a great addition to your setup.

If you are doing everything yourself. You could probably go as far as injectors, tune, cams, valve train, pistons. For your budget.

I just recently did a gsr build for my friend and he didn't spend too much. Of course getting the parts took a bit of searching and patience. They were all sourced using ebay and forums. Budgeted around 2k and his car is significantly faster.

Used hondata s200 with chipped ecu - 300 ebay
P30 pistons - 100 ht
hasting rings - 25 ht
Probe rods w/ arp bolts - 250 ht
450cc dsm injectors w/ resistor box and pig tails - 165 ebay
skunk2 valve springs and retainers - 350 ebay
skunk2 pro stg 2 cams - 350 ebay
GE head bolts - 75 ht
arp mains - 110 ebay
acl race bearing set - 130
Machine shop (mill head, Hone) - 325

total - $2230 + 80 for 3 dyno pulls haven't done this yet. Just street tuned.

His car was putting down around 167hp with bolt-ons prior to the rebuild. He is getting 240 - 250's on the g-tech right now. Its usually only 10-20hp off. Tuned on E85 and runs like a champ.
