Hi Im New

I have a 99 civic. and when it starts its starts at like 2500rpm. after warm up the idle surges between 1300 and 2300 rpm continuously and sometimes if im at light for oo long i will go into a fast surging idle between 1800 to 2000 and idle very quickly..

My exhaust is leaking and exhaust manifold has a hairline crack.. will fixing these fix my problem..

Ive also read things like dirty throttle body etc can fix this... im just looking for a "most likely to be" so i dont pour too much money into replacing sensors etc..

You definitely should fix the exhaust leak, but I don't think the leak is causing the idle problem. Try cleaning the air flow channel of the IACV located on the throttle body. The IACV has two coolant hoses attached to it. You might also check whether the coolant is low and bleed the cooling system of possible trapped air.
