how should i go about getting off RUSTED!!....really rusted bolts??

how should i go about getting off RUSTED!!....really rusted bolts??

like the ones that are holding the front bumper on and the ones that are on the cover to the header ect...

i already tried wd-40 and rust buster stuff...................i also tried drilling thou the bolt and extacting it but my drill is like a 12v so the power died quick........

just looking for a cheap way out help if you can

Front bumper bolts you can usually get off with a hand impact driver, or when the fails get a miniature pipe wrench and grab the head of the bolt and turn. Heatshield bolts you'll pretty much have to drill out and then tap the holes with a bottoming tap.
