Default Power not what it should be

I turbocharged my 96. The power just isn't what it should be for 7lbs of boost. My afr's around 10:1. I understand that the majority of the power is made in the head. Would be better for me to upgrade my current head? or swap an H23 onto the block.

the plus side is that I have a spare head sitting on my bench in the garage that i'm stripping down.

Suggestions are welcome

We need A LOT more information. The biggest thing, WHAT ARE YOU TUNING WITH??

"Not what it should be." WTH does that mean? Dyno numbers? Butt dyno? Track times? Racing someone? Quantify that statement.

Start with that, and we'll move from there.

^^ yup we need more info ... what turbo set up are you running ... did your kit come with a piggy back for the ecu? ... because roughly each lb of boost will give you 10hp give or take ...
