Is My Speed Sensor Bad

ive had my H22 swap for over a year already and since the beginning of september my speedometer doesnt work and will throw a CEL. for the first few minutes of driving my car wont go past 4500rpm which is where my VTEC engages. but after a while it will go past 4500 but still no VTEC.
only sometimes and rarely does my speedometer work, collect miles, and still have VTEC engagement. since i converted to OBD-1 idk exactley know how ill find out if thats whats exactly wrong.
Does this sound like a speed sensor issue?

Go to the service manual library or jump on ISIS and there is a simple test procedure for testing the VSS.
Meter hooked up to speed sensor wires, sensor generates pulses when wheel is turned while car is on the lift.
Most of the time you get a CEL the VSS isn't putting out a pulse;
however if you have done lots of work in the engine bay it might be worth the effort to check the wiring.

iv had alot of speed sensor problems in my accord u dont really ever need to buy i new one i figured out iv had 4 of them go bad in parts cars iv bought just take it out and take carb cleaner and clean them real well thats did the trick for me 3 times i bought one new sensor and it was 135$ when i coulda just cleaned it......=/
