Is your SRS light also on?

Do your brake lights still work?

You may have broken the cable reel/clock spring inside of the steering wheel, or you popped the horn/stop fuse.

Check your fuse, I remember seeing a fuse for horn.

Did someone play "Wheel of Fortune" with your steering wheel while you had it disconnected from the rack? If so, you probably have a broken clockspring since the SRS light is on AND the horn doesn't work AND you say that the plugs are plugged in.
