Default Anyone ever have problems with a mech. boost controller goin to a bigger wastegate?

So i was using a tial 38mm wastegate with an 8psi spring in it and a voodoo boost contoller that worked flawlesly. I upgraded to a tial 44mm gate with a 1 bar spring in it and for some reason with the controller on it, i cant get it to go below 18psi (thats where i have boostcut set), but without the controller i can get a good 13 or so psino problem. Should i put the smaller spring in the gate or should it make a difference? Any help is greatly appreciated.

A shot of the new setup for ***** and giggles.

if it will hold XX boost level with NO boost controller, then you have a boost controller problem, not a wastegate problem.
