Default Need new engine: Which VTEC engine should i get?

Ok, my D16Z5 (125hp) needs a new cambelt change and a new clutch. Where i come from, this would cost me about $2000 to get done ($1000 parts + $1000 work). Don't ask why its so expensive here its all politics.
So, i was thinking to get upgrade to a VTEC engine. My budget is $1000-$1200, and i want a prime rebuilt one + i need ECU and adapters + shipping++++
At this price range, what is the BEST engine i can get? I'v heard about B16 engine, Z6 engine, etc. Not sure which one is 'better' I want max performance but good gas mileage (40 mpg???) as gas prices are $10a gallon here.

you might wanna consider getting a stock replacement, considering you want a prime rebuild, yet you only have 1200.

Not talking prime rebuilt. A prime cond. unit. A unit with low miles and cam belt changed

true story. The d15b is a fun and peppy engine. What car would you be putting this engine into? D15b (130hp) lets say $600-700 with shipping guessing. $125 for jumper harness obd0 to obd1, p28 chipped $150-$270. so total is $1300 totalish.
