fuel pressure issue on jdm b16a in a 93 civic si
a 93 civic si hatch with a jdm b16a with a jdm ecu no markings to identify rather its the small box.
OK what the issue is the car was swapped with a b16a and the fuel rail was pulled when i bought the car was sitting on the side of the car. Anyways in re-attaching everything and first start up the car cant hold fuel pressure its like 10-15pounds max. The funny part is if you pinch the return line the fuel pressure increases back up roughly 60psi buts squirts fuel everywhere and the car will idel. Whats my issue?
Has anyone run into this issue, causes, parts needed to fix, and the costs would all be helpful.

My guess is a bad fuel pressure regulator.
If you pinch the return, you are actually limiting the flow (what the fpr should do).
Only, now there is also pressure buildup in the return line (which it wasn't ment for), which could cause the squirting.
The fpr limits the pressure before the retun line, hence the return line is connected with just clamps (not much pressure there).
