Yea. The head broke off the rest is stuck in there so he welded it.

Go down to your nearest honda dealer, buy a new bolt, they're kinda pricey as bolts go, but they're kind of a special bolt too.

i also have a broken bolt which i have to drill out, just wondering if i could replace it with a grade 8.8? the broken bolt had a 10 on the head, is this a big difference or does it not matter at all

I have the same bolt siezed on my car with no welding, no nut, just in the hole siezed up by rust. I have been driving with that bolt siezed for 6 months without a problem. Kinda sucks though. Whenever I need to get that off I may end up having to replace the entire hub and/or arm.
There is usually more to it then just getting a new bolt. The head broke off for a reason, that reason being the bolt is seized inside the bushing. The OP will need to cut the bolt off, get a new bolt AND bushing, press the old bushing out and press in the new one.
