Default no power to fuel pump

Ok, so when i turn the key the pump does not prime.

i have checked the main relay, and it is in working condition

when i was going through the flow chart i jumped two points on the main relay harness and the fuel pump runs. so the pump is good.

the problem is that for what ever reason the pump is not being powered.

in the crx helm manual that i am looking at, page 6-80 "fuel supply system" , i am at step 7 and it has me test voltage at two points on the MFR harness. I do not get 12v when i turn the key like i should. the suggestion at this point is to check fuse #2(starter signal) or check the wiring between the ignition switch and the MFR.

the fuse #2 checks out fine, and from what i can tell the wiring is ok as well. there is no further instructions as to what the problem might be.

has anyone had a similar problem? i tried to go to my local yard today to see if i could pick up an ignition switch just to take shot in the dark, but they didn't have any.

any input will be appreciated.

Fuse #14 labeled Alternator/solenoid provides power to the main relay:
