Default 92 DX, CEL stays lit but no code

Like the title reads.
The car won't start, the fuel pump won't prime, the fuel pump works if I jump the relay. What bothers me is the CEL won't turn off. It stays ON and never goes off and it won't give me a code. I jump the ecu harness to get a code and all I get is steady lit check engine light.

Any idea?

try a known good ecu

sounds like a code 0 indicating ecu failure

I beleive the answer will be no, but could I use the ECU of my D16Z6?
The DX as a D15B7(or what ever stock motors DX had back in those days)

Possibly bad ECU, but more likely blown alternator fuse or bad thermostat ground. Both of these will cause the solid CEL/no start condition you speak of.
