Why won't it start?
It's been a while since i've been in here .. andddd for those of you that remember, i'm still in that lawsuit (ugh) for that accident and i still don't have a bike 
But, I'm here for a friend who is trying to get his bike started. and he isn't sure what else to do. here is the info on it ..
1972 Honda CB-350 FOUR
- Professional rebuilt/cleaned carbs
- New battery
- New spark plugs
- New fuel
- New oil
Checked spark plugs, they are all getting spark.
It turns over, but just won't start.
What would you guys suggest next?

Go down the check list of what a motorcycle needs to run.

Compression
Fuel
Spark
If youre getting spark and its turning over, most likely somethings wrong with the fuel system.

you should be able to smell gasoline, it may be faint but it'll be there.

If there is fuel there, I would say you are getting fuel. You could also try sprayingh some started fluid in the intake.
I just talked to him. He said they tried the starter fluid earlier and nearly caught the apartment complex on fire. He also said they smell fuel.
They try and start it and it sputters and tries to stay alive, but it just won't go.
Any suggestions on what to look at?

Meaning what? That's not an answer.
An engine only needs four things to run:
- spark
- fuel
- compression
- correct timing
Never assume that you have any of these. ALWAYS check them all, preferably in that order.

Provided that they knew what they were doing, this indicates that the problem does not lie with the fuel system.
Check compression and timing.
