Default SI Cluster help

I bought the si cluster from someone on ht
I install it today on my 99 civic ex and I notice the problem
here's the problem
before i turn on the ignition the mph needle(middle gauge) stay at 0(which is how it supposed to be) and when i turn on just the ignition(car still off)..the needle go up between 0-10mph mark(the needle not supposed to move up and it should be stay at 0 mark)...after i start the car i notice that the gauge didn't give me the right mph reading...ex. in my 1st gear, when i drove to 2400rpm, the mph needles already at 20mph, and when i get to about 3000rpm..mph needle already at 30mph.....it should be around 5000rpm to get to 30mph....and like if while im driving and i press the brake to the point the car is stopping...the mph needle still havn't go down all the way to 0 yet...it stays between 20-10 mph mark and it move down very very slowly......
Is there a ways to fix this kind of problem...or the cluster is defective??
and do i have the right to refund?

get a refund. If your other cluster did not do this most likely could be the cluster or a bad/loose connection

previous owner probably had the face off the cluster, maybe to roll back the odometer or maybe to put on different gauge faces and didn't calibrate the speedometer when he was done, thats my guess.

I have an Si cluster in my 97 civic HX, and it works just fine. Just a couple questions....is you car an automatic? Does your stock cluster have all the same gauges that the Si cluster has? Or did your stock cluster not have a tach? Lots of different things can happen when you are monkeying around where your not supposed to. Like the other guy said about pulling the cluster apart to change the faces...some people pull the needles and don't put them back right. Pull it, check all you plugs, compare the two clusters and look for any tampering with the mileage.

My car is 5speed Ex, so it should be the same? but i was wondering something....my car was running EX Auto cluster(the previous owner told me that the original EX Manual cluster doesn't work, so he replaced with the EX Auto b/c he couldn't find the maunual one)....but that cluster work great..not a single problem....but i got extra harness(small orange plug....the same size as green and yellow one) it doesn't have the place to plug in the SI cluster.....i have no idea what it was!!

pop the needle out with a fork, turn the car on, put the needle back in, but dont push it all the way in. take it out and put it back in as needed to set it to 0mph while the car is on. and when you get it right, push it back in. i did it to two clusters already and it worked like a charm

Be careful with that needle. It's real easy to break the metal part that it hooks up to. If you don't pull up perfectly straight you CAN break that and then you'll have to buy another $100+ spedometer assembly.

What I had to do:

Install the needle UNDER the little plastic stopped thing and then gently bent it up so it would get over the stopper. It's pretty much right on now. It's a trial and error thing. You may want to think about temporarily removing that little black stopper thing to make fine tuning easier.

so if i set it up to 0, i might make an error also...like it might show that i drive 10mph, ithe actually speed could be 15mph......so the needle should be under the stopper and pointing 0 right?
man this is really crazy
i have thought about this along time ago...like i always wondering if it posible to just get the si gauge face and swap in ex cluster....i never thought it possible coz i thought it might give the wrong reading...but never know that we can manually adjust the needle...this is really crazy lol

Si gauge face on EX cluster will be totally jacked up.
The mechanics will still be EX but the display will be Si. Not going to work. Well, it'll work, but it won't be anywhere near accurate.
