Remove it, spray it with carb cleaner and put it back on.

Pretty simple.

Start car with intake tube removed, rev engine a bit and spray carb cleaner into the TB.

Which engine?

As 1992Si said carb/throttle body cleaner is what to use. If major carbonation is present, some scrubbing may be necessary.
