i failed smog with ridiculous numbers

here's what report says:

15mph (rpm: 1817)
(MAX/MEASURED)

HC: 90/220 CO: .54/.78 NO: 711/2525

25mph (RPM: 2199)
(MAX/MEASURED)

HC: 56/72 CO: .53/.14 NO: 754/359


what should i do to solve this?
it also says this vehicle failed the ignition timing check due to engine rpm being out of tolerance. wtf do i do?

almost deadline now.. help me out guys!!

well first off check the timing and set it to specifications. then check for a vaccum leak. a vaccum leak can trick the map sensor to thinking the engine is under load and the extra air can lean to a lean condition. that where i would start.
