Default velocity stacks??? help on running them...

Hi, i recently found out about velocity stacks and im seeing that people make power with them. Im a little confused about them and im seeing people running them on the end of an intake and others in the filter. My friend said hes making a custom intake with tapered 3inch to 5 inch on a cold air with the stack. Need some help on how to run it and which is the best one. Thanks let me know how your running yours...
