From what i've heard, the swapped engine must be from a car of the same year or newer, so he should be cool since the engine is from a 99-00 Si. However, im not 100% on this. Others from Cali will be able to give you the right info about this. VA doesnt have things like this to deal with lol
he should be ok if he uses an obd1 p30. is the motors stock ? if it is then he should be ok, and just take it to get ref. yea that cop was full of it. About half the cops i've met out here in LA aren't to motor smart about how swaps work.
the motor has a aem cold air intake carb. the officer just gave him fixing ticket on the headlights and told him if he saw him again with the motor he would tow it away
for what i know he is ok.. and can tell the cop does not know anything about motors... so by he giving your friend just a bulb light ticket says it all.. is just a lighting ticket nothing more.. my advise to your friend is .. to search anything about that swap.. and make sure that pass the smog emmission test.. and always carry the title with it.....
if the car passes smog and the swap is the same or a newer year than the year of the car and your good safety wise he got nothing on you legally you can have a swap as long as its not older than your car and passes emission and safety you should be good dont go ripping your motor out just yet

Some of them are still opened and operating, or so I've heard.
