Default Are cams worth it?

I am about to start by B16a2 build and I want to know if aftermarket cams are worth buying.
I am however not going all motor.... My plans are a fully built B16 + turbo making 250+ HP and the more TQ I can get the better!
Prices for cams are expensive, so what kind of gains would I be getting from these? IS it worth it?

dont start your build backward. look into engine management like hondata, chrome, ect.... this way when you start adding parts you can get the most out of them to justify the costs

I haven't really researched engine management yet. How can I use it as a tool if I do that first? I was just planning on chipping the P28 Ecu for the B16 swap.
