My window won't roll all the way up
when it gets to the very top it just makes a bad noise and keeps falling

I'm pretty sure its the regulator
I opened my door up and found that the teeth (Circled in red) were flatter than any other spot

I would just like to make sure this is the problem

 

yes, 110% confirm it is the regulator.
i had the same problem, changing the regulator will solve the problem.
for now, to close it you can just push the window up while you power it up
