I've already searched the forums and changed parts according to the past posts. The car was sitting for a year, but has been through 2-3 tanks of gas. Here's the list of parts already replaced:
Air filter
Spark Plugs
Spark plug wires
o2 sensor
header (old o2 sensor was stuck in the original)
cat (1 year old, but has seen MAYBE 1000 miles)

So here's the rundown of the numbers. The limits are as follows
High speed
HC 200
CO 1.20
Low Speed
HC 266
CO 1.20

1st test: before any parts were replaced, car run for 30 minutes prior to test

High speed
HC 47
CO 0.18
Low Speed
HC 266 FAIL
CO 1.20

2nd test: Spark plugs and wires, oil change, new tank of gas, car run for 2 hours prior to test
High speed
HC 69
CO .42
Low Speed
HC 243 FAIL
CO 1.00

3rd test: o2 sensor, header, ***charcoal canister was removed*** car run for 20 minutes prior
High speed
HC 135
CO 1.47 FAIL
Low Speed
HC Not tested
CO Not tested

I'm going to retard the base timing by ~4* and see what happens. I don't know what the base timing is currently, but what should it be stock?

When was the last time it passed a smog test? What's changed since then?

I had a similar issue with my bone stock DPFI wagon. I needed a converter.

Do you have any other numbers like O2 and CO2?

Looks to me like your converter isn't converting - CO and HC aren't getting converted to CO2 an O2
