priming plastic

I need to paint a mirror housing and door molding (both new parts).

question:

do I need to sand the parts first?

do I need primer or top coat in addition the base coat?

for my bike, I did the following:

Sanded with 80 grit
Cleaned with Acetone
Primed with an Epoxy primer
Block sanded
Primer Sealer
Base
Clear
