Default why does my car do this?

sometimes my car feels strong and sometimes it does not.

for example, i ran my brothers dsm 3 times 2 of those 3 times i beat him by less than 3 and a half cars and the third time we ran i left him by a mile. what would cause my car to act like this?

my car has the following mods
buddy club stage 4 cams
buddy club cam gears
springs and retainers(buddy club)
car pistons
hondata s100
fuel pump
aem fuel rail
stage 3 clutch
8lbs flywheel

the car was dyno tined at 173.9 WHP with 17 in rims.

Can you actually feel it being slower? It could be his car its really hard to tell unless you can actually feel it.

ambient temps matter as much if not more than anything else with tuning.
I'm betting that it runs great when it's one temp then sucks when it gets warmer or hotter.

Typical for a quick tune, one that needs to be updated.

i checked the ignition timing and it was wayyy off. i fixed it and got a new fuel filter but the car still does not feel like i thought it would. the car did get a little faster and its a lot more responsive.
i guess the problem is that i got the car with all these mods and it was running like **** when i got it. i really dont know how fast or slow the car really is because it has no torque......at all.

the car still does not feel like it should. i cant find any shops that tune hondata s100. the shops are willing to do dyno pulls on my car. if they do dyno pulls will they be able to tell me what is wrong with the car?
