Found some strange cams...
Long story short: rebuilding an R motor, it was assumed to be 100% stock. Went to time and install timing belt, and found that the cams that came with the motor line up like this with the cam holders in place
Anyone have any idea as to what cams these might be? I seached the found some threads on identifying cams. The closest these match up to is 89-91 b16a, but whats with the crazy timing?

Factory B-series VTEC cams DO have TDC alignment holes.

I've seen that before once when I was working on a B17 in a car that my friend had just purchased. I didn't know any history on the motor but I assume were stock cams as they had the holes in them like to line up to TDC like factory cams.
However, when the holes were lined up with the cam caps, they sat advanced like in your picture. When I started up the motor, the car idled horribly so I just set them to TDC using the arrows on the cam gears and fixed that problem.
Based on this previous experience, I would guess they may be B17 cams?

Or the head/Block was decked an inch ( thats a rough estimate )

it wouldnt... and my bad about my statement earlier i guess it has been awhile since i have used oem cams
