It's a scam, it takes more energy to separate the H2 O2 molecules from H2O than the molecules can output which is what they claim to do, that's why they usually advertise it as a hybrid so that you're still using gas because you can't run your engine on pure "HHo".

 

Try maybe a tuneup? That ad looks like a deathtrap for your vehicle.
