1996 Accord 5speed. (throttle sticking, reving)
When I drive the THROTTLE seems like its sticking and not releasing out all the way when i take my foot off the gas.
it will drop back down to 700-800 rpms when i pull the petal up manually.
after engaging the throttle and lettin go it stays at 1500rpms.
any suggestions???

try cleaning throttle body plate. Gets alot of gunk and carbon on plate. Also check idle air control motor. see if its dirty, try to unplug it see if problem still happens
Agree with 99accord on cleaning things out. IAC will usually make your idle bounce all over the place but when applying gas it runs fine...so I doubt its that.
Make sure your throttle return spring is good and strong, also might give your throttle cable a good shake and flex it around. Could be rust in the cable or something too. Something somewhere is giving you resistance. Start with the easy exterior stuff before cracking the throttle body open. I'd also suggest running some SeaFoam through the intake (suck half a can through the brake booster line real SLOWLY)! Be advised it usually creates a lot of smoke the first time you run it....neighbors called the fire department on me.
