Default Tightening e-brake

Anyone know how to tighten the e-brake on an 02 type s? It feels kinda tight when its pulled way up but it doesnt lock the wheel. Could it be something beyond tightening?

Please do this so you know if it's one or both. I doubt it's warped rear rotors. How low are your pads RSX_S?
