Default car will not reach operating temperature and bouncing idle when cold

OK well i just bought a 1995 accord ex 2.2l 5 speed from a friend of mine for a grand. He said the car overheated and it had a cracked head, well come to find out the heater hose coming from the head to heater valve had a small pinhole in it so i replaced it and no more leak! But I still cant seem to figure out why it will not reach operating temp- it goes about halfway between C and NORM I have already replace the coolant temp sending unit on the block with no luck there and i flushed the radiator and bled the system. My only other idea is that the thermostat is stuck open.

Another problem i have is the idle it basically revs from 2500 rpms to 1300 and slowly settles down and then idles fine at about 850 once warm in about 5 min. or so. Well after doing some research on here i cleaned both the IACV and FITV thinking for sure it would fix my problem sure enough it didn't! so now I am kinda stumped as to what it could be. I also noticed while changing the hose that there is a round grey plug that comes from about halfway down the fuel rail (where the injector wires are) and this plug was just laying there its about 5 inches in length and i can't seem to find where it might go to or if maybe it has something to do with the idle.

Other than these two issues the car is runs great with no CELs except the SRS light! I have done plenty of searching on here trying to figure out my problems but have come up with nothing.

I would appreciate it greatly if someone could help me out! and sorry for such a long post!

Did you make sure that the coolant is full and that all the air is out of the system?
If you have an air pocket in the system it can act like this. Also check the TW sensor (water temp). These are pretty common about going bad.

coolant is completely flushed and full along with overflow res. bled the coolant at bleeder valve and replace water temp sending unit last night ( the little brass plug on the side of the block)

You said your only other idea is that the thermostat is stuck open. Did you check it? I mean, it could be stuck open.

A vacuum leak could cause the idle to bounce as well. I am not sure how you would check for that.... but then again, I am not sure if it would stop when your engine is warmed up. If its a vacuum leak, I would imagine that it is still there regardless of being warm or not.
