Default 96 civic air fan question

My civic is a daily driver and I dint notive that my air fan wont turn on when the temperature neemptle is at a re gular temp or just when just been turn on. Are civic programed to have the fan on all the time or only when they become over heated?. Other clues are that my civic doent show over heating and is driven like this. If eny one cant awnser this question i'll be aver soo glad. Thanks Gear heads

the fan is not suppose to be on all the time.
There is a temp switch on the block that tells it when to turn on and off.
