Default LS/VTEC vs. CRVtech in 98 civic EX

I'm debating on swapping my 98 civic EX to a LS/VTEC and a B20b vtec. I was wondering what are the ups and downs of each swap. I did my research and I'm shifting towards the B20 but I live in California where the cops are ******** about the engine being bar'd and whatnot. What would you guys rather swap into if you were on a $2000 budget? Just looking for some opinions. Also if there is a way I can get my car bar'd and pass state ref with a B20 in it please let me know. Thanks

Never will pass with the B20, LS vtec might give you problems getting barr'd also. Go with LS, pass ref, then convert to vtec since most cops don't know what to look for except the bar sticker and the block stamp.
