AC compressor problems. Pulley completely stops!!!! Need help!

Default AC compressor problems. Pulley completely stops!!!! Need help!

Ok so i'm hooking up an AC sys in my car (2000 ITR) and i bolted on the compressor, plugged it in, everything but it doesnt wanna cut on. So, i checked the fuses/relays and everything is good. Still the compressor does not turn on. Then (while car running) i ran a wire from the battery to the compressor and the compressor completely stopped itself from spinning, while the motor/belt still spins. The belt turning against the stopped/jammed compressor pulley shrieks so loud! I have no idea what is going on. Do i need to put oil in the compressor? Or buy a new compressor? Please help guys
