Is reprogramming an OBD2 ECU possible?

From everything I have read it seems like you have to convert to an OBD1 ECU to use the Hondata or Crome systems.

If I convert to an OBD1 system, then won't my car fail the emissions test?

In Illinois all they do for the emissions test is hook a scanner up to the OBD2 socket and check that there are no error codes being displayed. Wouldn't having an OBD1 system cause me to fail?

I hate misinformation. Yes, OBD2 ECU's can be chipped.

There is a tuner in Toronto, Canada, Yoshio, who did it quite frequently. A search for "yoshio" turned up this thread.

A search for "chipped OBD2" turned up this as well
Here is another option http://www.autoserve.8m.com/OBD2Emu2.html

as said by RStoR, yes OBD2 ECUs can be chipped, but it's not as easy, nor as tunable as the OBD1 setups.
You will also loose the ability to pass emissions with it being chipped.

In IL, simply drop in the OBD2 ECU a few days before the test, take the test then fall back to the OBD1 ECU that's tuned.
