Default 01 civic squeal ... not belts ...

while idling at stop lights i've recently noticed a periodic short squeal come from the engine (the squeal starts at a low pitch and rises in pitch but only lasts a second or two). i had my belts replaced and it didn't do the trick. i did some investigating this weekend in my garage and it appears that the squeal only happens right after the electric cooling fans for the radiators kick on. but the sound is not coming from the fans ... it seems to be coming from a location deeper in the engine closer to the dashboard ... and the sound is easier to hear from the passenger compartment than from under the hood. any ideas? what else occurs in the engine right after the electric cooling fans kick in?

on cold mornings condensation will make my belts squeal a bit.

OP does it sound like typical belt squeal?

AFAIK moisture on a belt (whether or not it's a new belt) can cause slippage.....but since you say it sounds like it's coming from near the firewall, I could be totally off here.

like i said, it's not the belts. the noise (which doesn't exactly sound like a belt squeal) happens everytime the electric cooling fans kick on ... which obviously only kick on when the car is warm and not moving, so i hear it at stop lights a lot. and the noise isn't coming from the electric cooling fans directly either.
