Default Exhaust valves replaced, running rich

Ok, so i'll give you a brief history of the moter and the symptoms now, miss shifted once, bent some exhaust valves, replaced all the exhaust valves with shitty valves and a shitty mechanic and he did not replace the valve guides that were cracked. So about 20 thousand miles later the valve guide drops and i have lost compression, so this time i have more money and decide to fix it right and use honda parts and a good honda mechanic, and the valve guides were replace and work done at a local, reputable machine shop and the head was shaved. The car is comletely stock. When we did the job, we put the head back on the car was running really rough, way too rich and would bog. So to fix this problem we loosend all the valves by feel. This made the car much more drivable but still too rich, i have had to keep driving it as it is my daily driver, but now at random times after you drive it somewhere, wait 10 mins, get in to leave it wont start for 15 mins or so, and when it does start it seems a little flooded, but no smoke out the tail pipe. it does this 15 minuet ordeal 1 out of 4 times. i replaced the plugs, runs a little better, but only because the others had gotten so black. any suggestion would be helpful. i tried popping in a main relay to see if this could be cause for the no start, but it was not. checked timing, and it is good.

It has the Fuel Trim Malfunction Code, and System Too Rich P0172
