Default Timing Problem

Went to smog my CRX and Passed visual, EVAP test and the actual emission test but failed timing. Running a JDM D15B VTEC motor as a replacement for a stock CRX Si D16A6 setup. Had it tested 2 years ago and passed fine but this time, my timing was off about 10 degrees. Running the motor with stock PM6 ECU and the TD02U Distributor. Was thinking that the crank pulley timing mark should be different between the Si D16A6 and D15B Vtec motor so if I swap the crank pulley, would that solve the timing problem?

Forgot to mention that the CRX is running OBD0.
