Default FNG needs timing belt help 90 acura integra

Hello All,
I need some help.
I have read the posts about timing and I "think" i have my answer.
Here is what happen.
Roomate brought car home running ruff and clacking at higher R's.
Checked for spark all good...
Next I checked the compression, #4 180+, 3,2 and 1 less the 30 lbs!!!!
I pulled the timing cover and it appeared to have jumped 1 tooth.
I put a new timing belt, tensioner and water pump on and compression cam up to 180+ in all 4 cyl.
Won't start... it will fire but not run.
With the crank at TDC and the cams held in place, "up arrows" with dowl rod in holes the belt seems to be half a tooth off?
I bought the belt off of Ebay...
The timing marks are right.

Any ideas?

Thank you is advance...

the half a tooth off is usually b/c you installed the belt in the wrong order (clockwise from crank). If installed incorrectly the slack makes up for the 1/2 tooth off b/c the assembly moves w/o you knowing it as the tensionor removes the slack. As for the no starting try clocking the dizzy and see if that helps keep the car running. Or you can use a timing light to set it. GL
