ebrake question and possible replacement

Default ebrake question and possible replacement

i just bought a 97 hatch. the ebrake doesnt work. i pull up and theres tons of slack. i pull higher and it gets tight but doenst work at all. adjusted it so its less slack but no go. took the drums off and pulled the handle and nothing moves inside.
is it possible theres something seized in the drums or is it just the cables need to be replaced? the shoes are still good and the rear brakes work fine using the brake pedal.

When you say you "adjusted it so its less slack", did you tighten the adjuster screw underneath the arm rest?

yes sir. didnt toucht he drums since the pedal stop the rear wheels just fine.
