Default B16 starting problem

Hey Im new here I have few problems..any help appreciated

I just bought a 1997 EK4 Si with a B16 (JDM car),the engine was out the car when I got it as it was being rebuilt.

I just put the engine and gearbox in,and now with everything hooked up it wont start.Cranks over ok but no fire.I have spark and fuel and I just reset the timing to make sure but still no luck.

Also my dizzy is moving up and down and so is the plate over the intake cam at the cam gear end everytime the lobe for #1cylinder touches the lifter..

Im thinking I need another camshaft??

HELP PLEASE!!!

TRY CHECKIN THE CAMSHAFT SPROCKETS AGAIN...ARE THEY FACING THE SAME DIRECTION, THEY "UP" SHOULD BE FACING UP AND THE TWO TIMING MARKS SHOULD BE ALIGNED WITH THE POINTER ON DA REAR COVER . WHEN IN THE CRANKSHAFT PULLEY...THE WHITE MARK SHOULD BE ALIGNED WITH THE POINTER(IN THE TIMING BELT COVER)

"dissy is moving up and down"
The pins on the distr. don't line up so it could be 180° wrong into the cam.
