Harsh Vibrations when driviing over bumps, Please Help???

Since i purchased my 90 DX i have always got a harsh vibration through the car when i go over bumps. It feels as if the passenger side has a huge shock go through it when i go over bumps and i feel it through the steering wheel and it seems like the dashboard is being punched. I have replaced every single component in the front end. I even rebuilt the rack and pinion with new inner and outer tie-rods thinking this would solve the problem. My question is could the rack itself be shot or worn. I've never heard of a non-power steering rack going bad. Is there a way to check for excessive play?? Has anyone changed there rack and if so for what reasons. Could I be missing something. Honda-tech please help.

the car did this before i changed the shocks. I installed a complete tokiko illumina kit about 6 months ago. I have tried multiple wheel/tire combinations. 13's 14's 15's.

Definitely not. Car is only lowered and inch.
