Default B18-t wont start

Ok so I had an OBD1 b16 that I pulled out that was turboed and running. yesterday I pulled the 16 and swapped in a b18b that I knew did run it is a 98 Obd2, and I cannot get it to crank over. It has fuel, and spark, the firing order is correct, I am going to double check the grounds. I am running a chipped p28 with a basemap chip (I tryed 2 other ECU's as well), an Obd1 ls dizzy, the same fuel rail with injectors from the b16, along with the harness.

Any Ideas? Thanks

Double check the tps plug and verify the color code. There are a few plugs that are the same shape and will plug into the wrong sensor.
